Should a modem at idle with no devices connected be downloading 3 MB say in an hour?

Is it an open wifi? Could someone else be using it?
No, but are you sure something on your computer hasn't updated itself?
If there is nothing connected, how do you know that its downloading?

I don't believe anyone else can be using it and the ISP gives a detailed breakdown of log in /out ISP#s and KB/MB uploaded & downloaded which don't seem to be believable
