I have replaced my PC heatsink and fan as the original stopped working which led to the PC shutting down to protect itself. However the fan on the new heatsink does not operate either! No dust in the machine and all other parts and fans operating. Where should I investigate next? How can I test if power is ok on the 3 pin plug? Thank you for any guidance.

Hi MarkRae. Yep, it is plugged in. I had the same thought and removed it and replaced it just to be sure. It is firmly fixed in. I even checked that all 3 pins from the MoBo were intact etc. Any further help or guidance appreciated.
