Smartphone recommendation?

One of my friends is coming over from the US to spend some time in England, France and the Netherlands and was wanting to buy a cheap smart phone to use in these three countries.

He has seen this:

Do you think it would be suitable or can you recommend an alternative? What about pay as you go? I know it's easy to top up in England via cash machines but can you do the same in Europe?

Does he not have a mobile phone in the US? Maybe he can use his but just change the sim card.

yes i think he just needs a uk sim only contract - he can probably oput it in his own phone
