Looking at DVDs on ebay ... is a PAL DVD the same as Region 2 Europe, can it be viewed in UK ?

PAL is the type of video format used (the other common one is NTSC), it's not directly related to the region of the DVD.

For example, Australia uses PAL as the video format, but their DVD region is 4

So all region2 DVDs should be PAL, but not all PAL DVDs will be region 2
