Different DVD PAL numbers.

Why are there different PAL numbers for DVD's? Why aren't they all the same, so all DVD's can be played in any country?

They aren't "PAL numbers", they are DVD Region Codes. Wikipedia has a very good explanation of what they are and why they exist;
