We use a dongle with a vodafone sim.
Cost of dongle was 25 quid but included 15 pounds of 'internet time'
If you can get to a few mobile phone shops, compare what they are offering.

Plus, it also depends on the signal on how good the connection is.

we have used orange dongle on laptop its ok but i dont know how it will work on nexus7 tablet or if u can use a dongle
If you have a usb port, then you can use a dongle. There are also some cafes which will have wi-fi access too (so I've been told)
If you have smart phone and your mobile network supplier allows tethering.
Problem solved, as long as you get a signal.
I tether my tablet to my phone to get an Iternet connection when there's no WiFi around.
