QR is a type of bar code.

As EB said though, without knowing what phone it's impossible to answer this. but the app store or market place would be a good place to start, just search for bar code scanner and read the user reviews.

Don't know about the best one, but on Android I use QR Droid and it does just what I need ...

I also use QR Droid ..free from the market place..works a treat. I am using it on my SE xperia X8 ......
