If you tick the box to not show a message, how can you reverse the situation so that the message is shown

There's usually an option within the progam's preferences/settings to do that.

By rewriting the OS I should think! Computers are VERY stupid. You can't untell some browsers to remember or not remember your password, either.

I was thinking more of software rather than browsers

Sorry to bang on about browsers again, but with most other software I can think of the situation really is hopeless.
