Follow these tips

In MSCONFIG you can disable anything other than Nvidia or ati or anything graphics graphics related.Leave anything by microsoft and any anti virus software.
If you are not sure what they are just google them.
Anything else you need will load when you want to use it.

this is the answer
12. Disabling unwanted applications that run when the computer boots:
There are certain applications which run when the computer boots like your antivirus programs, messengers, etc. You can disable unwanted applications from starting when the computer boots by doing the following:
1. Go to Start> Control Panel
2. Select Administrative Tools> System Configuration> Startup
Now you can uncheck the applications which you don’t like to start when you start your pc.
then follow the other ones from the other posters link if it doesn't work
remember do not stop programmes to do with internet
such as adsl modem

...when was the last time you ran a spyware or virus scan?
try that too
|
|
|
.....try unplugging the internet and see if the computer runs faster
if you have programmes like download manager
torrent downloads or emule of software download tools
this could be your problem also

One thing that made a big difference for me was the power option,in control panel.
Change it from balanced to high performance.
