Picture bigger than screen

Why is the transmitted picture bigger than my TV screen - the aspect ration is set to 16:9 and so is the aspect ratio on the set top box, so why do I not get the full picture?

Have tried all the aspect ratios on both but still too big.
Have you got sky, if so, press the tv button on your sky remote, then press the play button, on my TV, this allows me to change picture size.

No Sky - just freeview.
I've the same problem with Virgin Media. If there are captions at the bottom of the screen they can't be read.
