Does a ball have to be passed forward for 'Off Side'?

If a player who has the ball stops the ball dead, can a player come from an off side position and collect the ball? I thought the ball had to be 'passed' forward.

If a player is in an offside position when the ball is touched or played by a teammate, he may not become actively involved in the play.
The answer to your example is that the player coming from the offside position would be flagged as such the moment he plays the ball. The game would therefore be restarted with an indirect free kick to the other side.
