The Laws: odd penalty

What stops the taker of a penalty kick from not shooting but passing to a team mate who shoots and scores? Does it matter whether he passes the ball to outside the penalty area or passes it sideways within it? Seem to recall reading of two Dutch players who did something like this, years ago, and that was permitted.
