you roll up your sleeves so you do not get them dirty when working. this is the most likely answer i can come up with....if that was your question?
It means 'prepare to start working' - for the reason dan gives. Presumably originated in the mists of time, when wearing long-sleeved garments became commonplace among the lower classes!
