does the symbol for 'Nuclear' represent anything?

16:18 on Sat 14/Feb/09 everyone knows the 'Nuclear' symbol. the yellow or black background with the 3 yellow or black chevrons (if that is what their called) situated symmetrically around a circle.

is there a reason for this design? does the design represent anything? or is it purely random?
