I have just bought a used iphone 5s, and have been playing with it, and must have done something wrong.
All incoming calls are going to voicemail.
What must I do to stop this ?

Since voicemail is a function provided by your phone service provider (Vodafone, EE. etc), rather than by your iPhone itself, we might need to know which service you use.
Go to settings - phone - call forwarding - set to off
Just a thought:
Are you sure that you haven't just turned the phone's ringer off (or right down), so that you don't know that you've got a call and (because you've not answered) it then gets diverted to voicemail?

I am with BT. I Have done every thing suggested. Now I will have to wait for a call.Will report back...
If your calls still keep going to voicemail, try dialling 15713

There is also one obvious thing, it will go straight to voicemail if you have no service
