If someone has been blind from birth can they dream?

What do they dream of as they have no concept of how things really look or do they dream of the way their brain thinks the way the world is?

They dream of things by touch, smell, and hearing.
I believe dreams begin as concepts or feelings which are tranformed into a model of the world using whatever sense is applicable or available. That is why you can wake up feeling terrified without having 'seen' a mental image of terror.
Even without sight, blind people will still make mental images of things, which is basically what we do when we dream.

I dont think I have ever had a dream in which anything had a particularly vivid colour. I dont think dreams are really as "visual" as you think they are, even for the sighted.
