I think the Russians dubbed Thatcher as the Iron Lady. It was meant as a derogatory slur, but she rather liked it, and instead of taking it as an insult, she took it as a back handed compliment.
The Iron Weathercock is similarly meant to be offensive. Once they have to deal with her, they might regret making fun of her ability to change her mind (and then change it back again). But I cannot see this nickname sticking like the Thatcher one did.
