Turner leaves with instruction to follow (4) H_E_ I think is heed but can someone explain why?

heel - command to dog. Someone who turns on their heel.
HEEL = instruction to follow (e.g. for a dog)

turner leaves with = WHEEL without the W
Could it be heel (as in turn on your heel)
(w)Heel - an instruction to a dog to follow - 'w[ith]' leaves
