It first showed up in reference to running in R C Sherriff's Journey's End, which appeared in 1929. It later came to be applied to anything fast-moving, such as rain, horse-riding, working etc. I imagine it derived from the fact that smells do tend to travel fairly rapidly and all-pervasively!
