My brother used this phrase the other night talking to a mate, i couldnt ask what it meant cos i wasn't s'posed to be listening! can anyone fill me in?

It's of naval origin, referring to sea warfare when your ship would blow an enemy ship 'out the water', i.e. to pieces. Nowadays it means to get rid of someone out your life altogether, or to beat them in a competition. Your brother may have been talking about a guy who ditched his girlfriend, or he might have been talking about someone who beat a female opponent in some kind of contest.
Either that or they were having fun in the swimming baths?
