you just made it up!
It is simply a vulgar representation of mismatched male and female - in that order - genitalia.

ccccccccccccc,didnt make it up,
Well I thought you'd made it up because I had never heard it before, but now I have, and now I know what it means, I like it!

the other saying is,,,playing snooker with a bit of string,,,
Or throwing a shovel up the Albert Hall.
The snooker/string saying is not at all the same thing. It means that - like a piece of string - the 'sausage' is uselessly limp. You can't play snooker with a floppy cue!
The one i am known to use is -- It was like throwing a chip up Union St-- which proberbly means the same thing
here in stoke it means a woman with a larg vigina.
in yorkshire the phrase I've always heard is 'like throwing a welly up westgate,' cos in loads of town centres in west yorkshire the main pub/club street is called westgate. Also in Ireland they sometimes say 'like throwing a sausage up O'Connell street.' It is pretty vulgar!!!

it indicates a mismatch of sizes as does..

.. a pr*ck in a shirtsleeve..

its suggests the lady has a f*nny like a wizard's sleeve..
