I can't assist you directly but the National Institute for Health and Clinical Excellence has published a report that suggests that it's effective in some cases.

The (tiny) missing last bit of the quote doesn't really matter. (It's only some statistical stuff).

As I read that, ingenol mebutate gel (= 'Picato') is wholly effective in over 40% of cases of keratosis on the face or scalp and in over a third of cases elsewhere on the body.
So, while it's by no means a 'guaranteed cure', it certainly seems to be worth a try.

As I read that (as a total amateur) there is, indeed, some risk of an adverse reaction (but it's not stated how great that risk actually is - after all, almost any medical treatment, even taking Aspirin, carries some level of risk).

I read that as saying "Ask your dermatologist for his/her opinion!"

I read that as "the jury is still out on this one!"
