our council do similar, however, they do occasionally have a guy with a leaf-blower blowing the cuttings back onto the grass.

With all the cuts most councils are facing they should count themselves lucky that their verges are being cut. The exercise of clearing it up would not do any of them any harm as they all look as if they could do with losing a bit of weight.
