Togo banned from next two African cup tournaments
After two of their party were killed in a terrorist ambush in Angola, the team withdrew from the tournament.
Now they have been banned from the next two tournaments.

The team did not withdraw from the tournament. They were ordered home by the government of Togo. As in nearly all international sporting tournaments (including the FIFA World Cup and the Olympics) no team can be permitted to participate if their participation or team selection policies can be influenced by politicians.
It's a perfectly sensible decision, and one which is to be applauded.
