Start with spelling "Speech", only joking, seriously, look on internet, there are dozens.
Inspiration should come from personal knowledge and experiences/events (with groom and bride). For generic themes and running jokes, some ideas here:

Always include the gag " Remember, marriage is not about having sex alone, it's enjoying it together that matters".

I think he will like that one Doc Spock ill see if he want to use it in his speech. lol
Try and start with a simple joke -

"Being a best man is an education ... well, it's certainly taught me a lesson!"

Breaks the ice, and gets the audience on his side, he can move on from there.

And remember to toast the B & G at the end - it's easy to get carried away and forget.
I'd say that Andy's phrase is a good starter & would help put him at his ease.

I wish I could remember parts of my husband's two speeches that he did at our daughter's weddings, but they're tucked away in the archives now.
I understand his dread as I have to do one next may the day after my 30th birthday and I'm staring to brick it already.
My job is coordinating weddings. I now try to encourage couples to have their speeches before the meal. Everyone making a speech will be nervous, not enjoy their meal, drink for Dutch courage and the longer they wait the worse it is. Also the photographs taken of the speakers after a meal will include screwed up napkins, half finished glasses of wine and various 'bits' on the top table.
Also works better if there are children as their bordom threashold will be long past by the end of a meal
It might be something the couple haven't considered or realised was an option
