I've come to the conclusion that most petty criminals are not too bright. They always make themselves known to police by driving badly, having a defective car or being picked up on ANPR for no insurance. Once stopped they usually have a string of other problems. They might just as well have a neon sign saying "yoohoo, I'm here"
