But there's already a bust in the White House.

The one that Trump says he is going to reinstate was only ever on loan to the Bush administration.

I appears that this is being spun as a snub by Obama, when it was only supposed to be in the White House for the first Bush term (and then got extended to eight when Bush was re-elected).
Have you asked yourself why Obama had it removed, sp?

Because it was on loan.

It wasn't his to keep.

He had another bust. An identical one, right outside his private residence, which he saw every day.

The bust in the Oval Office was replaced with on of Martin Luther King, which to me - seems much more appropriate, given the efforts made by Dr. King the Civil Rights movement meant that someone like Obama could rise to become President.
Nope, he didn't want his office to look cluttered.
Trump has outraged the Obama administration by ordering the removal of a portrait of Nelson Mandela from the White House. A spokesman says he was a little mixed up and thought it was a picture of a Nissan Main Dealer. (works better said aloud) (^_*)

The bust was on loan. It wasn't his to keep.

He could have moved the other one into the Oval Office, but then he would have one of MLK *and* Winston Churchill.

Also, in the highest office of state, it probably makes sense to have American figures represented.

If you walked into the cabinet office in Downing Street, and saw a bust of Franklin Roosevelt, you'd think, "Eh???"

yes but normally the poser of a question is able to comprehend the answer. This is not one of those occasions.

So why is the removal of one loaned to the Bush administration, which was reclaimed when his time was up a big deal?

I think the assumption that it's a big deal has to be challenged. Even the article reads 'However, one expected action is likely to be less controversial'.

Perhaps Obama had it removed because of the above Churchill quote. Whilst Obama himself of course said “the future must not belong to slander the prophet of Islam.”
