If I was wearing a short skirt and surrounded by Indians and was told to remove it because of causing offence I would bring my taekwondo skills into play.

It's to be hoped that at the same time they are sending warnings to visitors they are working hard to clamp down on these vile gangs.
I agree, respect the host country but nothing, imo, turns a man into a rapist unless he's always thought it was ok.
He's explaining the mentality that's present in a number of socially retarded societies, ie if a woman doesn't dress 'modestly' she's basically a *** who's asking to be raped. It's pretty barbaric stuff by modern standards of civilisation, but there you go.
It's stuff you have to take into account if you ever go to any of these places.
