I noticed how casually both the Queen and Prince Phillip were dressed, and, to a lesser degree, the Obamas. I think its a sign of friendship....that this is not a formal state occasion.
I believe it was spitting and did not want to get her hair wet.

She is mid conversion and this time next year she will be wearing a full head scarf!
The importance of the occasion is reflected in her dress. Perhaps she was making a not-so-subtle point.

It was windy and there was quite a lot of moisture in the air (don't think it was actually raining) It would have been ridiculous to wear a hat to cross the lawn to meet the Obamas in this informal setting so a nice silk headsquare kept her hair tidy for the short time needed.
Yes indeed. This was not a State occasion (in fact Mr Obama's visit is merely an "official" visit, not a State one). The purpose of his trip is clearly to mop up any doubters and persuade them to vote "Remain" by making all sorts of threats of Armageddon should voters have the temerity choose to to leave the EU. The US likes us in the EU because we help to temper the mainly anti-US sentiment that prevails across the continent. I think he just popped in to see Her Madge to wish her a belated Happy 90th. She had obviously just finished putting out the tea and cakes before she had to rush out onto the lawn to courtsey before The Most Powerful Man In All The World.
For a man who turns 95 in June Prince Philip seems in remarkably good shape.

That may well be the reason, but wouldn't Mrs Obama have the same problem seeing that she would be directly under the rotors?
