Yes, there is a problem in other nation states and yes, their governments ought to have their own procedures in place to deal with this.
We, thankfully, have no problems like this, and seem to have formulated a way to deal with the ones we did have.

It would appear that some clueless ABers who criticise but cannot construct a solution between them are now appeased that the British Government and MOD have draughted in extra troops and police to patrol the leafy rural idylls of Basingbourne in order to protect the local women from the attention of Rapists who should never be in the UK in the first place.
I find that distasteful it should happen in the first place but two here applaud the decision.
Of course it is not a major problem for the UK to implement this appeasement as the numbers are comparatively small compared to the rascist abuse and which is on a larger scale in the rest of Europe. 800 complaints in Germany alone on NYE not to mention what has happened in Sweden and Finland.
As the sight of extra uniform keeps those with no solution to the problem happy I would like to propose another solution.
Finland is one of a few countries worldwide that has the largest amount of National Service. From 18yrs 80% of male youths are conscripted into military service. The other 20% have to do civil service or they are Jehovah Witnesses and are exempt providing they provide correct certificates from their clergyman to prove they are JH.
There is every chance that those who A-H and JTH describe as Vigilante Thugs, because they don't like don't like the cut of their Jib, are ex servicemen.
The Finnish Government approach these men and say, "You seem to have time on your hands during the evenings we are implementing partial mobilization (Finnish: osittainen liikekannallepano).
I had forgot to mention ,to those who probably wouldn't know, that National servicemen are held on the reserve list until aged 50 and must attend training exercises when called upon to do so.
The Finnish Government have already supplied them with a uniform that they retain. Now they give them a gun as most soldiers carry one and send them back on the streets to protect their fellow countrymen/women from foreign invaders. Same persons, different uniforms, now are armed and get paid per month for doing something they earlier did for nothing.
Job done .Everybody happy and no need for them to get their hair cut.
Perfectly legal but then thus far they are perfectly legal now unlike the scum they are protecting the women from.

But I must say, it sounds on principle like a wonderful idea.
The point about using National Service personnel is that they are known, trained, and most importantly, accountable - which overcomes all my objections to the vigilante groups in one fell swoop.
