It is only to register a guilty plea via the internet not hold a trial.
That would save a court appearance just to plead guilty. No different to pleading guilty by letter as has been done for many years with minor offences.

As said, it is only a proposal to accept guilty pleas to minor traffic offences on line . NOT trials !
