this comes across as just more political mischief making where each stooge of the argument playing silly buggers

You expect bullying to permiate down from the top. You don't expect the top man and his predecessor to be victims. The Police Federation is in effect the trade union of the Police Force. It wuyld seem to be run by a powerful cliche that does not properly represent the full membership.

And amassing £70million is odd. Why would they need that amount of money?
Wonders will never cease ! Police...bullies ? This is outrageous !
Unions tend to attract bullies, no surprise to me.

My surprise was the fact it was the Chairman claiming to be bullied.
