As cyclists use the road they should have to pay road tax and insurance and all pedestrians should be taxed and insured.

O'h yes. Balls should be insured as well as they could break windows.
I do think that cyclist should have to use cycle paths where available, if they are on the road, your passenger should be allowed to lean out of their window and clip them round the head.
Is the latter in case a pedestrian in collision with a vehicle causes damage to it?
There is no such thing as "Road Tax" - the Road Fund Licence has not existed for over 80 years and the monies collected do not get ploughed back into transport or highways infrastructure.

Vehicle Excise Duty has a greater link to pollution than roads. Cyclists and pedestrians are minimal polluters when compared to motorised transport.

General liability insurance for everyone I can agree with.
If that was the case for pedestrians you'd never get more than 50 yards before some dodgy eastern european stopped walking infront of you causing you to bump into him causing him whiplash and other injuries
The next thing you will be asking is why dont cyclists be made to have a PEDALERS Licence !!!!

Children should also be insured for any damage they do.
I agree about Public Liability insurance for cyclists Brimoan. Especially when they ride on the footpaths. They can be a real danger. It is punishable with a £60 penalty ticket but I've never heard of anyone being done for it.
As for pedestrians that would be a major operation and besides, where do you start and where do you finish?
Do we go back to licensing dogs again? Maybe cats as well?
I pay out enough for different insurances every year as it is without adding to it.
I have cycling insurance. It costs well under £100 for unlimited cover. If I caused an accident on a road, and someone was injured, I'd want to be covered.

I think anyone who cycles on a public road without insurance is nuts.
We have a cycle lane on the (rather narrow) promenade, and sometimes the cyclists who come whizzing silently along from behind scare the be**sus out of me. There is a space between the lane and the park, so of course we have to walk across this to go into the park (not explaining this very clearly).
I have said before that I do think they should be obliged to have a bell to warn walkers.
What really gets my goat is when they ride two or three abreast on roads.
All are pedestrians and pay taxes already. But yes cyclists are freeloader spaying no road fund license, and a danger to themselves on the road. Not that they all stay on the road these days but seem to consider themselves wheeled pedestrians.
pedestrians already have enough problems with cyclists so please why the hell would we need more taxes. I am in favour of cyclists having insurance and a licence, but that won't happen i am sure.
Bring back the law to make it compulsory to have a bell on a bike.
major problem in the capital, as the Barclays bike scheme has upped the usage, great for those who need to speed across London without a care in the world, but not so good for the poor pedestrian who like me sees them as a blight. Riding across traffic lights, and on pavements which is so frequent that i wonder more pedestrians are not killed, or cyclists come to that. Our borough has plenty of cycle lanes but many are simply not used.
Surely Barclays bikes are called Boris Bikes ?

Can I ask, Brimoan, how much you pay to insure your Honda Jazz (or is it a BMW now?) and how much should a cyclist, pedestrian and ball pay in your view?
