Easier said than done as a mistake can lead to a huge propaganda coup for those who would seek to disrupt and maim, twisting it into racist oppression of "their" people. As one who grew up in Northern Ireland I often wished for more-direct action against terrorists on all sides, but it can be counter-productive. The resultant propaganda can also be a huge recruitment factor for future low lifes.
Incidentally, how many of those who would carry out these atrocities would, in reality, consider themselves to be "our countrymen"?
