In my book these people are terrorists and should be hunted down and given the Bin Laden treatment.

They dissent from the mainstream Republican view.
They know that they don't need to plant a bomb. It's usually enough for them to give a warning and cause disruption.

They murdered a policeman.
One can be a dissident and a terrorist can't one ?
I think the terminology relates to their motivation for murdering the policeman which is probably a significant distinction from say, Ralph Moat or the Beshenivsky killing.

Recently they've murdered two policemen and two soldiers here in NI.
When I said they don't need to plant a bomb I meant that they can cause disruption in London without too much risk to themselves.
It took over 30 years for Sinn Fein and Paisley's party, the DUP, to see what was obvious from the start of The Troubles, that the way forward here would be a local government that represented all of the people.
Maybe in another 30 years the dissidents will come to see that.
In view of this threat, is it safe for the Queen to still visit Ireland?

But why she wants to go over there after all these years, I just do not know.
Are State Visits scheduled by where Her Maj 'wants to go'?

I suspect it is rather more to do with where the Foreign & Commonwealth Office thinks is 'politic' and in line with UK policies.

Costing millions for QE2 to come here, and there are no Public events. Dublin has been shut down. It's going to be like 28 Days Later there tomorrow.
Maybe there's a reason for the Queen visiting Ireland. Many suggest that we are about to relinquish sovereignty of Northern Ireland and hand it over to Dublin for them to rule over. This will stop the Irish terrorists in their tracks as this is what they always wanted.

It could not of course be done without a referendum of all the people in both North and South but it should be a foregone conclusion.
