ok 1. Its the Nobel prize named after the person who endowed it.
2. Have you got any proof that the letter is genuine?
If you do a spot of research woofgang (and don't worry I don't blame you for not doing so as I am sure you have better ways of spending your Friday evening!!) you'll find this cropping up on some rather dubious websites, notably the notorious "Center for Research on Globalisation" and various other blogs and websites.
I can't find any reference to it on any "sensible" website, which either means:
a) it's a fake
b) it isn't a fake but it's only the sort of saddoes who might get worked up about it who can be bothered making a fuss about it :-)

woofgang, it doesn't matter in a sense whether the letter is a fake or not.
Ukrainian government wantint to nominate its president for the Nobel Peace Prize would hardly be the most unlikely scenario. All sorts of nominations are made for this prize every year. Vlad Putin was nominated by the Russian duma a few years ago.
The subtext to all of this is that there is a whole blogosphere of conspiracy theorists, some naive, some cynical , whose mission or proclivity is to equate anything to do with the Ukrainian government as being akin to baby boiling or the worst sort of neo-fascism.
It is laughable but they exploit the fact that most people don't know any better (and most normal people understandably couldn't care less)

No wonder spammers till send out emails from U Thank and Ban Ki Moon offering the recipient millions of dollars.....I had one from Michelle Obama last week, I thought it was really nice of her to bother.
Yes the idea that youtube is "social media" is well wide of the mark.
