driving with no full licence

I know a person who drives a car without a full licence on his own and he takes his girlfriends children around in this car, I have asked him if he should get his full licence and he says why should he as he can drive. Not very well as I have followed him many times and it is the white line or the grass verge. Has anybody any idea how to report him without me been named or found out, as if they found out it was me reporting him it may cause alot of trouble. or would the police not be interested and think I was wasting there time. I am concerned about this as if he hit something or somebody there is no insurance as this becomes void.

hi i had this with a ex partner of mine yes just phone the police give them all the details of the car and his address you dont have to give your name if you dont want to.
You could go onto the crimestoppers website and use their online form to report him.It can all be done anonymously.
