do i need to insure a car to be on the road if it isnt gonna be driven, as i havnt passed test yet so want be driving it?

Is it parked on the road or other public place?

If so, it must be insured.

If it is parked on private land you should still insure it for fire and theft.

it will just be parked on the cul de sac where i live
In that case as Ethel says it must be fully insured, and taxed.

The only way round this is to find some private land, or garage to keep it in then you can declare it SORN.

Although, as Ethel says it is a good idea to insure it when its off the road against fire and theft there is no legal requirement to do so.
