re rover 200 high revs 1998 1.1

have had head gasket changed,coil,plugs,leads,rotor arm distributer cap, plugs, oil,water, new radiator, so if this helps to diagnose my fault Iwill be grateful as Isaid it revs high when at normal tempreture then back to normal then high but when driving revs off really high take key out wait then start and it goes back to normal/high revs hope this help as really need my car thanks /please
