Where does the money go?

Hi all ~ justa quick question. Does anyone know where all the money goes that is collected from the congestion charging in central London?

Other half goes on hotel and expenses of inviting terrorists into the country and wining and dining them.

By law, for the first ten years of its operation, all the net revenue from Congestion Charging has to be spent on improving transport in London.

I wonder what the improvements are? Just seems to me that they have invested in a load more of those stupid bendy buses, and put up more new signs and cameras. No real improvements at all.
