I believe Vauxhall had adjustable steering wheels for years..I had one on my old 1.6 Cavalier. Not too sure if it was the basic model though!

I would imagine quite a few maufacturers offer this as standard nowadays..although don't quote me ;o)

Basic Ford Focus 1.6 (LX and up) has rake & reach steering column, plus drivers seat height adjustment. The Studio has these but only has a 1.4 engine
Renault do a 1.6 16v Clio which has an adjustable steering column, 4 airbags and air con, all the mod cons, and quick aswell. very comfortable
