Emails can clog up systems and many companies have auto email deletion or they would end up with warehouses full of storage servers

If you want to keep it - save it.// Surely in a government department where openness should be paramount it should be the other way round, keep everything for future perusal & only delete unwanted material.
I'm not sure you are appreciating the volumes of emails and the storage space needed is costing large organizations.

It has nothing to do with openness really.
