Suzanne Shaw skirt

I saw an interview with Suzanne Shaw in the Sunday Mirror in 2008, and they published online the picture I have attached to this question. I am wonder if anyone can tell me whether Suzanne is actually wearing two skirts in the picture (a red one hitched up over a black one underneath), or is the black skirt actually the lining for the red skirt and so is part of the same garment? I have never seen a woman wear a skirt like that before, and I am just a bit baffled and confused at the way she is dressed. Did Suzanne Shaw herself invent this sort of look? It does look good.

think it's the same garment but different colours
It actually looks like it could be a dress-but designed to look layered-as the top part also looks like 2 parts-when the whole look is too smooth to be separate pieces.
Yes I agree, I think it's one dress, designed to look layered.

I thought at first it was a multi-coloured dress (which reminded me of the colours on those "traffic light" lollies) when I first saw the picture in 2008, but looking closer at the picture proves otherwise. I have to say that I have never seen a woman wear it like that before.
