If I install a security camera over looking my rear garden, with no view of any other property, do I have to put up a notice saying that the camera is there ?

No, because the provisions of the Data Protection Act don't apply to 'private or household purposes':

No, there is no need to put the notice. It is your premises and you can do what you want. Here i will suggest you to buy wireless video door phone. It is reliable and easy to install.
