We moved into our middle terrace in 2000, there was a fence erected by the neighbour but i have recently looked over the deedsto the property and the red line showing the outline of my boundaries shows he has stolen some of my garden, after all this time do i have the right to claim it back and how correct are the deeds?

I'd check the land registry if I were you. You can do it online-costs about 4 pound for a map showing who owns what. http://www.landreg.gov.uk/
You might find that the plan that comes with the deeds isn't actually that accurate (depending on the scale of the plan) and is more of an indication as to who owns and is responsible for each boundary.
