If you have been given a fixed fine and penalty points for driving through a no entry sign which was sprayed over, can you take photos of the sign and appeal this?

assuming that the sign was the only indication of "no entry" then yes. I suspect though "No entry" it would have been painted on the road and there is usually at least 2 signs so no where to go if that's the case.
You can, but it will best if you obtained some testimony from witnesses that the spray was there prior to the incident.

Ask local residents, the highways dept and even the Police to see if there is a reported incident.
Do you mean that you paid the fixed penalty and accepted the offence and have now changed you rmind?
