Myself and another neighbour reported some anti social beaviour The neighbour that was causing the problem was visited by enforcement officers. After they left he came and stood outside my bedroom window and threatened to kill me and break every bone in my body. As I had the curtains closed I could not see it was him but knew his voice. I told the police and they just give him a warning and said it would be difficult to prove he said what he said to me because I didn't see him physically. Drugs are involved in his behaviour and this is not the first time. If the police will not pursue this matter has anyone got advice as to what I can do please.

Do absolutely nothing if I were you, as that is what the twonk wants you to do. ... to confront him, so he has a reason. And as you already reported to the police, its logged, and if he approaches you again or threatens you in any way, report him again immediately to the police, making a note of the time, date and exactly what he said, and any witnesses and they will take further action. Just ignore him if you see him out as your neighbour friend should do too. He'll tire of it hopefully. If he does'nt, you have your friend to back you up, if this reaches prosecution.

I'm perpetually amazed at how this sort of thuggish bullying is "permitted".

I would covertly record things on my phone if he repeats it and insist that the police take action. I would also speak to the local council as they might be able to act if anti-social behaviour is occuring. Keep a record of everything he says in case you need to go as far as a restraining order.

Thank you for support and answers. I really appreciate it. I live in an assisted flat which is adapted for disabled people. The council and the police know this. Me and my neighbour have reported this beahviour on many occasions. We have filled out diary sheets with the times and info etc of the anti social behaviour but they still seem so reluctant to do something about it. I am at my wits end now that the police have not used the law to restrain him. It sends the message it's ok to be behave like this. So I am left alone in my flat and have to wait for the next time it happens. This is not the first time he has threatened to kill, he did with my other neighbour and the police did nothing them. :-(

He will not know it is you that reported him. He will be far more interested in his next "fix". It is a horrible position you are being put in from his actions. Good luck.

I never know who to blame, the police or the courts. Police morale must be low when they bring a miscreant to court for the umpteenth time and they get yet another community service order. Then again, the prisons are full to bursting so the courts are sometimes hamstrung when it comes to sentencing.

Irrespective, you are entitiled to live in peace, and free from this sort of bullying and intimidation. Isn't there a local councillor who could make representations to the police on your behalf.

Thank you. I have tried all the routes mentioned. That's why I am at a loss as to what to do next. The Apathy from the councillors and housing trust beggars belief. If someone was telling me this story I would find it difficult to believe, but actually experiencing it has opened my eyes to the suffering others must be going through too. There needs to be a complete shift again in implementing solutions to this craziness. They are all culpabable and should be ashamed of themselves. It may take a death to get them to do the right thing sadly.

Flippant maybe, but a potential solution. Buy some drugs, add arsenic, and post through his letterbox inside a "Happy Birthday" card.

I really wish I could think of something to say to advise/help/console you as I despise bullying of this kind.

You need to get photos of him shouting and record it if possible , don't let him know what you are doing just do it with out attracting attention.Then you can give the photos/video/ recording to the police if they actually see and hear him it will get your point across a lot more effectively.

Thinking about it getting a video security camera may be a good idea , then just quietly let him know that all he does / says is being recorded and will be sent to the police. Even a dummy camera may work , he will not know it is not real.

The most important action you can take is to report any further harassment and threats to the police the moment they happen and insist upon receiving an incident number. This builds up a case that can be used in court.

Of course, all that is needed is for a couple of police officers to visit the aggressor and inform him that he will be charged and prosecuted if any further incident occurs. This almost always works and it is amazing that the police can seldom be bothered to make a visit to nip trouble in the bud.

You can contact the Independent Police Complaints Authority http://www.ipcc.gov.uk/en/Pages/default.aspx to complain that the behaviour of the police has undermined public confidence in them.

You have also done the right thing by contacting councillors. Perhaps you should write to your MP summarising the situation and asking if this would result in disciplinary proceedings against the police and those from whom you have sought support if you were attacked (submit a brief note and attach supporting evidence).

Document everything and ensure that as many people as possible know about it.

Police are unwilling to take the matter further. Apparently they read the riot act to him but.... Lo and behold, he was at it again last night. Till 3am. ASB asked him to be quiet and had a laugh and giggle with him. He had a chimnea burning in the from the front communal garden just outside people's front doors. He was using a electric saw to cut wood for the chimnea also. Till 3 am. Swearing and shouting. Seems the ASB officers think its funny. Me and the upstairs neighbour have made an official complaint to the ASB office today about the lack of intention on their behalf.

This is not justice nor assistance for the authorities. It is going to take violence against me or my neighbour before anyone listens.
