Fall in Unemployment..

It has been reported today that unemployment has fallen by 88,000 .
However the number of people claiming Job Seekers Allowance has risen by 19,600.
Every time the jobless figures are released it is always the same.....unemployment down -JSA claimants up.
Can someone please explain how this works..What am I missing.?

Maybe due to the amount of people in training? Perhaps those in training and receiving JSA don't count in unemployment figures?
