water bill?

a friend of mine has been living in a housing association property for over a year- he gets a council tax bill - but he has never recieved a water bill and from my experience water companies have a super fast sixth sense and are first with the bills landing on the doorstep- is there any reason he should not recieve a water bill, or is it as i suspect merely an oversight on the water companies part?

Hi,we moved in housing association bungalow in Decembe 05 we had to get in touch with yorkshirewater our selfs to let them know we had moved in.we just got bill today.we asked them what would have happened if we did not tell them,it would have been better not to has they had to guess meter reading,cos the builders did not put a meter that you can read at the bottom of drive as this is a new estate.So in time they would have had to send someone, iwonder how long it would have took them.
