Electric fan, + turning inner ?

Hi,We have inherited a floor standing electric fan and it has an inner ring which turns around static blades, now..... I think that this fan is cooler than our free standing ordinary one, the better half says" that is rubbish and that as they are moving the same air around that the floor standing one with the turning inner blade thing cannot be any cooler".
Do I stand corrected ?

Fans don't cool the air - they simply move it around so YOU feel cooler. It's called cooling by evaporation. One fan may be moving the air quicker though and you could FEEL cooler.
